Medical overpricing​

The pricing of medical care in Luxembourg for European civil servants would be around 20% higher than what beneficiaries of Luxembourg social protection pay.

We clearly remind the Administration of the need to establish more agreements with healthcare structures - Member States in general and Luxembourg in particular, in order to avoid the current over-billing which penalizes colleagues but also the healthcare reimbursement system.

 

In parallel with the establishment of these conventions, the Institutions have a lever that could be activated.  The reserve of the health insurance fund is explained by the obligation to guarantee a balanced budget at all times.  It amounts to just under EUR 300 million.  This order of magnitude, corresponding to 30 years of average annual deficit, is not necessary.  Part of this reserve, at least EUR 250 million, could be allocated to improving covering the health costs of agents and improving the scope of its coverage.

It should be recalled that that the medical reimbursement's ceilings provided for in the General Implementation Provisions (GIP), have not been revised for 15 years, date of the last revision of the text (2007).

Today, it is therefore becoming urgent to get out of this situation and to update the ceilings and reimbursements.  

 

Additionally, the CAMR regulatory framework should be amended to change the reimbursement ceilings according to the increase in the cost of providing medical services.

 

Finally, it would be useful to take new health expenditure into account and, if necessary, to revise the DGEs.

 

We want to make it possible to link, when necessary, the annual adjustment of salaries and pensions to the reimbursement ceilings. Thus, there would finally be dynamic system relative to inflation.  We invite to take into account in this process, the evolution of the company and the needs of the personnel, as well as medical advances who could answer it. JSIS interventions must cover colleagues without discrimination.  This is also the time to integrate advances in preventive medicine, new mental health needs and the risks associated with hyper connectivity and digital overload.

Did you know :If the amount of unreimbursed expenses for a period of twelve months exceeds half of the official's basic monthly salary or the pension paid, a special refund is granted by the appointing authority, taking into account the family situation of the person concerned […], (art 72.3 of the Staff Regulations).
