Career and mobility

 

Promotion must be based on merit, based on clearly defined, comparable and universally known criteria. Evaluation and promotion procedures need to be simplified. Everyone must be able to understand how he/she is evaluated and the merits of the assessments;

 

Internal selections for job assignments should be based on clearly stated criteria, and provide useful feedback to candidates, including feedback on their interview performance;

 

We request the organization of internal reclassification competitions, both for CAs and TAs as well as for AST, AST/SC and for DAs. U4U calls for easier access for AST 9 and AD 12 to end of career. In addition, the feasibility of organizing internal competitions that allow the promotion of category for AST/SC should be studied;

 

The number of hierarchical levels needs to be rethought with a view to reducing their number. They have tended to multiply in the past, which may constitute obstacles to the expression of staff creativity and motivation, and moreover are contrary to the policy of a culture of trust.

 

Mobility, spontaneous or initiated by the institution in the interest of the service, must be encouraged by proposals for accompanied, interesting and rewarding pathways. Training must be offered to better encourage and prepare for it, as well as support to ensure an effective transition. In general, implementing automatic mobility, including for middle and senior management, is counterproductive and often arbitrary in its effects, with the risk of a loss of expertise for the institution. In addition, allowing colleagues to have to rely on their personal and/or national networks to find a new position does not strengthen the link between the institution and colleagues;

 

Finally, mobility, including interinstitutional mobility, should be promoted by organizing a virtual Labour market, making available positions visible to colleagues who would be interested. This measure would offer new career prospects to colleagues on fixed-term contracts and at the same time would make it possible to reach the number of years necessary to benefit from the minimum Community pension.
